Job Title: Programme Policy Officer (Grant Management)

Organizational Context and Job Purpose

  • Under the general supervision and guidance of the Head of Subunit, the Programme Policy Officer – Grants Management will assist in the management of Programme activities of moderate size or complexity that effectively meet food assistance needs and provide technical advice or oversight on programme implementation.
  • The position will focus on the management of funds from budget preparations, monitoring of expenditure plans and technical oversight of funds management during activity implementation.

Key Accountabilities (Not all-inclusive)

  • Provide support to the head of subunit to lead funds management workstream for all programme related costs, ensuring that timely actions are taken for efficient utilization of allocated resources .
  • Provide guidance and technical support to the CO programme team on FLA budget development process and review budgets before CPC.
  • Tailored support is provided to programme team, activity managers and partnership sub-unit in what relates to funds management and budgeting
  • Ensure quarterly expenditure plans for programme are consolidated on timely manner and actions are taken for making funds available across relevant activities and cost categories.
  • Fund management support is given to activity managers, including full cost recovery calculations, maximum number of beneficiaries covered over time for specific contributions.
  • Contribute to maintain the efficiency of funds management including grant and open items monitoring and allocation of expenditures
  • Establishing systems to monitor, track, clear and report on invoice processing in coordination with the overall partnership unit
  • Monitor WINGS FLA costs utilization against expiring grants, coordinate the clearance of open items, advances and provide regular reports.
  • Coordinate and contribute to preparation of WFP’s inputs to the Humanitarian Response Plan in Nigeria, including engagement at relevant inter-sectoral planning events/discussions.

Standard Minimum Qualifications

  • Education: Master’s level in Development, Economics, Finance / Accounting, Social Sciences, Business and/or relevant fields.
  • Experience: 5 years and more.

Knowledge & Skills:

  • Proficient knowledge of the WFP Programme cycle
  • Projects funds management, and report quality writing and editorial skills.
  • Proficiency in Microsoft software and research skills.

Languages:

  • Fluent English both written and spoken (Level C).

Desired Experiences for Entry into the Role

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
